聚焦產業引領,著力夯實“產教評”生態基礎
一是“人才鏈”與“產業鏈”融合發展。廣(guang)(guang)青科(ke)技深入學(xue)習(xi)貫(guan)徹(che)習(xi)近平(ping)總書記關于產(chan)業(ye)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)隊(dui)(dui)伍建(jian)設改革的重要(yao)指示精神,落實廣(guang)(guang)東省(sheng)委、省(sheng)政府有關工(gong)(gong)(gong)(gong)作(zuo)部署(shu),堅持把(ba)產(chan)業(ye)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)隊(dui)(dui)伍建(jian)設與產(chan)業(ye)發展同(tong)謀劃、共(gong)推(tui)進,在積(ji)極發揮廣(guang)(guang)東省(sheng)綠(lv)色鋼鐵產(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)“鏈(lian)(lian)(lian)(lian)(lian)主(zhu)”企業(ye)優勢,不(bu)斷(duan)推(tui)進建(jian)鏈(lian)(lian)(lian)(lian)(lian)、補(bu)鏈(lian)(lian)(lian)(lian)(lian)、強(qiang)鏈(lian)(lian)(lian)(lian)(lian)工(gong)(gong)(gong)(gong)程,優化產(chan)業(ye)布局,帶(dai)動上(shang)下游共(gong)同(tong)發展的同(tong)時(shi),不(bu)斷(duan)強(qiang)化高技能(neng)人(ren)(ren)(ren)才(cai)引進與培(pei)養,提(ti)升員工(gong)(gong)(gong)(gong)技能(neng)水平(ping),壯大產(chan)業(ye)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)隊(dui)(dui)伍力量。廣(guang)(guang)青科(ke)技現有職工(gong)(gong)(gong)(gong)4400多人(ren)(ren)(ren),其中(zhong)技能(neng)崗位人(ren)(ren)(ren)員2500多人(ren)(ren)(ren),高級工(gong)(gong)(gong)(gong)及助理(li)工(gong)(gong)(gong)(gong)程師以上(shang)人(ren)(ren)(ren)員共(gong)400多人(ren)(ren)(ren)。今年6月份,廣(guang)(guang)青科(ke)技成(cheng)功入選“廣(guang)(guang)東省(sheng)產(chan)教評(ping)技能(neng)生態鏈(lian)(lian)(lian)(lian)(lian)鏈(lian)(lian)(lian)(lian)(lian)主(zhu)培(pei)育(yu)單位”,在推(tui)動“產(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)”與“人(ren)(ren)(ren)才(cai)鏈(lian)(lian)(lian)(lian)(lian)”深度融合上(shang)向(xiang)前邁進一大步。
二是上下游聯動共建產業技能生態。廣青(qing)科技聯(lian)合(he)上下游企業,結合(he)產(chan)(chan)(chan)業特點,向(xiang)地方(fang)院(yuan)校提供(gong)就業崗(gang)位,共(gong)同制定崗(gang)位技能(neng)標準,引領(ling)人(ren)(ren)才(cai)教育培養方(fang)向(xiang)。以(yi)廣青(qing)研究院(yuan)、5大省級(ji)科研平臺(tai)以(yi)及3個勞(lao)模和工(gong)匠(jiang)人(ren)(ren)才(cai)創新(xin)(xin)工(gong)作室(shi)為載體,協同上下游企業發(fa)揮各自優勢,為人(ren)(ren)才(cai)培養提供(gong)教學科研設施,共(gong)享產(chan)(chan)(chan)業鏈內(nei)“產(chan)(chan)(chan)、教、評、用”等資源(yuan),加速了產(chan)(chan)(chan)業創新(xin)(xin)生態與高技能(neng)人(ren)(ren)才(cai)生態的形成與發(fa)展。預(yu)計未來(lai)幾年,廣青(qing)科技將聯(lian)合(he)上下游企業向(xiang)地方(fang)院(yuan)校提供(gong)500個以(yi)上的“產(chan)(chan)(chan)教評”技能(neng)崗(gang)位。

聚焦模式優化,構建多層次人才培養體系
一是拓展校企合作方式。廣青(qing)科技(ji)與(yu)(yu)(yu)多(duo)所高(gao)(gao)校(xiao)聯合(he)建立(li)(li)實(shi)(shi)(shi)習基地(di),開(kai)設(she)“廣青(qing)訂單班(ban)”,采用“理論+實(shi)(shi)(shi)踐”教(jiao)(jiao)學(xue)模式(shi),設(she)立(li)(li)學(xue)費補貼,定向(xiang)培養專(zhuan)業(ye)(ye)人(ren)才;與(yu)(yu)(yu)技(ji)師(shi)學(xue)院聯合(he)開(kai)展(zhan)“新型學(xue)徒制(zhi)(zhi)”培訓,開(kai)設(she)電(dian)工(gong)技(ji)師(shi)班(ban)、高(gao)(gao)級(ji)班(ban)和鉗工(gong)高(gao)(gao)級(ji)班(ban)、中(zhong)級(ji)班(ban)等,由(you)學(xue)校(xiao)指派專(zhuan)業(ye)(ye)教(jiao)(jiao)師(shi),廣青(qing)科技(ji)選拔(ba)優秀高(gao)(gao)技(ji)能人(ren)才擔任企(qi)(qi)業(ye)(ye)導(dao)師(shi),實(shi)(shi)(shi)現校(xiao)企(qi)(qi)雙師(shi)聯合(he)培養,“招(zhao)工(gong)即招(zhao)生、入(ru)企(qi)(qi)即入(ru)校(xiao)”,目前已有106名新入(ru)職(zhi)職(zhi)工(gong)以此模式(shi)進行(xing)培養,68名已通過考試并獲得技(ji)能等級(ji)證書(shu)(shu);與(yu)(yu)(yu)職(zhi)業(ye)(ye)院校(xiao)建立(li)(li)“現代學(xue)徒制(zhi)(zhi)”培養模式(shi),開(kai)設(she)機(ji)電(dian)一體化全日制(zhi)(zhi)大專(zhuan)班(ban),由(you)校(xiao)企(qi)(qi)共(gong)同主導(dao)培養,實(shi)(shi)(shi)現教(jiao)(jiao)學(xue)過程(cheng)與(yu)(yu)(yu)生產過程(cheng)對(dui)接(jie),畢業(ye)(ye)證書(shu)(shu)與(yu)(yu)(yu)職(zhi)業(ye)(ye)資格證書(shu)(shu)對(dui)接(jie)。
二是做優人才培養工程。廣(guang)青科技結合(he)人才需求和(he)不(bu)同(tong)層次人才特點(dian),制定企業人才發展(zhan)規劃(hua)(hua),實施“青苗計(ji)(ji)(ji)(ji)劃(hua)(hua)”“飛(fei)(fei)翔計(ji)(ji)(ji)(ji)劃(hua)(hua)”等(deng)培(pei)苗強基工(gong)程。“青苗計(ji)(ji)(ji)(ji)劃(hua)(hua)”根(gen)據入職大學(xue)生的個(ge)人特質(zhi)制定針(zhen)對性的培(pei)養跟(gen)蹤計(ji)(ji)(ji)(ji)劃(hua)(hua),采用一(yi)(yi)(yi)對一(yi)(yi)(yi)師(shi)徒帶(dai)(dai)教方(fang)式,在師(shi)傅“傳、幫(bang)、帶(dai)(dai)”中不(bu)斷提(ti)升(sheng)學(xue)員的專業技能,同(tong)時建立師(shi)徒帶(dai)(dai)教考核激(ji)勵機制,帶(dai)(dai)教期間(jian),徒弟每晉升(sheng)一(yi)(yi)(yi)級則給予(yu)帶(dai)(dai)教師(shi)傅一(yi)(yi)(yi)次性獎勵;“飛(fei)(fei)翔計(ji)(ji)(ji)(ji)劃(hua)(hua)”針(zhen)對后備管(guan)理(li)人員,通過崗位見習(xi)、掛職鍛煉(lian)等(deng)方(fang)式,在工(gong)作實踐中磨煉(lian)提(ti)升(sheng)學(xue)員管(guan)理(li)能力。目前,105名(ming)入職大學(xue)生納入“青苗計(ji)(ji)(ji)(ji)劃(hua)(hua)”培(pei)養,其中44名(ming)已成長為技術業務骨干(gan);19名(ming)骨干(gan)通過“飛(fei)(fei)翔計(ji)(ji)(ji)(ji)劃(hua)(hua)”訓練,被(bei)提(ti)拔(ba)為中層管(guan)理(li)人員。
三是建設全員學習平臺。打造(zao)(zao)“職工書(shu)(shu)屋”,為(wei)員(yuan)工提(ti)(ti)供政治、冶(ye)金、機械、電子、計(ji)算機等各類書(shu)(shu)籍的借閱服務(wu),助力職工增長專業知識,提(ti)(ti)高思想(xiang)素(su)質和業務(wu)技(ji)能。與(yu)陽江市(shi)圖(tu)(tu)書(shu)(shu)館(guan)合作(zuo)創建(jian)“流動圖(tu)(tu)書(shu)(shu)館(guan)”,實(shi)現優質圖(tu)(tu)書(shu)(shu)資源共享,對接圖(tu)(tu)書(shu)(shu)館(guan)業務(wu)系統,實(shi)現圖(tu)(tu)書(shu)(shu)管(guan)理的信息化(hua),簡化(hua)圖(tu)(tu)書(shu)(shu)借閱流程,方便管(guan)理人員(yuan)及讀者,提(ti)(ti)升服務(wu)效率。利用互聯(lian)網技(ji)術,打造(zao)(zao)“互聯(lian)網+企業培訓”新型培訓模(mo)式,開設“廣青大講壇”“廣青云課堂”,搭建(jian)網上(shang)學習通道,讓全體職工學在“家(jia)門口”,助力打造(zao)(zao)學習型組織。
聚焦服務升級,持續激發干事創業新動力
一是優化人才評價激勵機制。作為陽江市“企業(ye)技(ji)(ji)能(neng)(neng)(neng)人(ren)才評(ping)價(jia)單位”,廣青科技(ji)(ji)積(ji)(ji)極開展(zhan)人(ren)才自主(zhu)評(ping)價(jia)工(gong)(gong)(gong)(gong)作,現(xian)已實(shi)現(xian)電工(gong)(gong)(gong)(gong)、爐前工(gong)(gong)(gong)(gong)等(deng)7個(ge)工(gong)(gong)(gong)(gong)種7個(ge)等(deng)級(ji)自主(zhu)評(ping)價(jia)資(zi)格全覆蓋,349名技(ji)(ji)工(gong)(gong)(gong)(gong)順利通(tong)過職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)(neng)等(deng)級(ji)定級(ji)評(ping)價(jia),1人(ren)獲評(ping)特級(ji)技(ji)(ji)師(shi)。同(tong)時,廣青科技(ji)(ji)積(ji)(ji)極開展(zhan)高技(ji)(ji)能(neng)(neng)(neng)人(ren)才與(yu)(yu)工(gong)(gong)(gong)(gong)程(cheng)技(ji)(ji)術人(ren)才職(zhi)(zhi)業(ye)發展(zhan)貫(guan)通(tong)工(gong)(gong)(gong)(gong)作,4名技(ji)(ji)師(shi)通(tong)過該渠道(dao)取得工(gong)(gong)(gong)(gong)程(cheng)師(shi)職(zhi)(zhi)稱(cheng)。為激(ji)發廣大職(zhi)(zhi)工(gong)(gong)(gong)(gong)干事創業(ye)熱情,廣青科技(ji)(ji)制定《專利獎勵、職(zhi)(zhi)稱(cheng)學歷深造及執業(ye)資(zi)格補(bu)助管理(li)(li)辦法(fa)》,設立專利補(bu)貼、技(ji)(ji)能(neng)(neng)(neng)津(jin)貼、帶徒津(jin)貼,實(shi)行職(zhi)(zhi)稱(cheng)、技(ji)(ji)能(neng)(neng)(neng)崗位與(yu)(yu)工(gong)(gong)(gong)(gong)資(zi)待遇掛鉤,鼓(gu)勵更多職(zhi)(zhi)工(gong)(gong)(gong)(gong)技(ji)(ji)術創新,進一步(bu)提升(sheng)技(ji)(ji)能(neng)(neng)(neng)水平;設置管理(li)(li)和技(ji)(ji)術“雙(shuang)階梯”晉升(sheng)渠道(dao),幫助各類(lei)技(ji)(ji)能(neng)(neng)(neng)人(ren)才實(shi)現(xian)精準定位、個(ge)性發展(zhan),使(shi)他們(men)能(neng)(neng)(neng)夠快(kuai)速成長(chang)為廣青科技(ji)(ji)未來(lai)管理(li)(li)的(de)中(zhong)堅(jian)力(li)量。
